1) 9 players (8+Keeper) per team (default number of players) If both teams have more than 9 players, prior the game Captains should decide with how many players they want to play but the maximum number of players should not exceed 11 and they can't play unevenly. Minimum number of player the team can start the game is 7. 2) Teams can have as many substitutions as they want but they should follow the subtitution procedure as they are described by FIFA rules: a) Substitutions from middle line b) Sub. only during play stopped, throwin etc. and only with consent of Ref. c) Plyers leaving field must be off the field at mid line before Sub enters the field 3) Cards: a) Caution (yellow card offense), player will sit out for 5 minutes and may not be substitued during that time. b) Ejection (red card offense), player will sit out for the rest of the game, but may be substituted after 5 minutes. NOTE: A) Games are two (2) 45 minute halves with a minimum of 5 minutes between halves. Normal times will be: a) 5:55 - call captains for last minute instructions b) 6:00 - start game. If one or both teams are not ready, start watch anyway. Play may start whenever kicking team is ready. c) 6:45 - (45 minutes) end of 1st half d) 6:55 - (5-10 minutes) start of 2d half, start watch. If one or both teams are not ready, start anyway. e) 7:40 - (45 minutes) end of game B) shin guards, socks (must cover shin guards), shoes and team color shirts are required. C) The usual rules about fouls, free kicks (direct/indirect), cardable offenses apply. Game cancellation We will use the following policy to cancel outdoor soccer league games due to weather or field conditions. 1/ By mutual agreement the Captains may cancel their game prior to 4PM the day of their game if the weather is severe - hard rain or lightning. 2/ If the game hasn't been cancelled by 4PM the day of the game then at 6PM the Captains shall make the decision at the game site: a/ If both teams have seven or more players at the game site at 6PM then both Captains shall participate in the decision and the game will only be played if both captains agree to play. b/ If both teams have less than seven players at the game site at 6PM then again both Captains shall participate in the decision and the game will only be played if both captains agree to play. c/ If one team has less than seven players and the other team has seven or more players at the game site at 6PM then the Captain of the team with seven or more players will make the decision. 3/ When a game is cancelled the Captains must notify the League Representative of the cancellation. The Captains may mutually agree to a make up date. Upon the approval of the make up date by the League Representative the game will be rescheduled. If the Captains can not mutually agree within a week, then the League Representative will reschedule the game.
INDOOR EXCEPTIONS : 1) Five players (4+keeper) will form a team. A minimum of 4 players is required to play a league game. 2) The game consists of two 40 minute halves with five minute rest at half time, *if* possible. We have the court 6:00-9:30 pm on Wednesday, 6:00-8:00 pm on Friday. Normal times will be: a) 6:00 - we have the court, begin setting up field, *clean floor* b) 6:10 - call captains for last minute instructions c) 6:15 - start game. If one or both teams are not ready, start watch anyway. Play may start whenever kicking team is ready. d) 6:55 - (40 minutes) end of 1st half e) 7:00 - (5 minutes) start of 2d half, start watch. If one or both teams are not ready, start anyway. f) 7:40 - (40 minutes) end of game next teams take floor, *clean floor* g) 7:45 - call captains for last minute instructions h) 7:50 - (10 minutes between games) start game. If one or both teams are not ready, start watch anyway. Play may start whenever kicking team is ready. i) 8:30 - (40 minutes) end of 1st half e) 8:35 - (5 minutes)start of 2d half, start watch. If one or both teams are not ready, start anyway. f) 9:15 - (40 minutes) end of game Put away equipment, benches etc. The end of game times, 7:40 and 9:15 are hard deadlines. On Fridays, you can go to 7:45, no later. We have to clean up, put away etc before 9:30 on Wednesdays and 8:00 on Fridays. Delay start of game only if both captains agree, but the delay time must come off the length of the game. The end times will not change. 3) The ball is out of play only if it passes over the goal line, or touches the ceiling (the basketball standard is part of the ceiling). After the ball touches the ceiling, the ball will be put in play by the opposing team's goal-keeper as a goal kick. 4) The penalty box shall be defined as the area within the basketball "3 point arc". The goal box shall be defined as the basketball "lane", the area from the free throw line to the goal line and between the two parallel "lane" lines. a) Goal kicks shall be taken from anywhere within the goal box. b) The ball will be in play only after it has fully passed outside of the penalty box. c) The ball will be at rest prior to a goal kick. 5) Free Kicks: a) All free kicks will be indirect except the penalty kick. Penalty kick is a direct free kick. b) Free kick encroachment distance will be 4 yards in all directions, or the penalty box, whichever is larger. The usual caution rules apply. c) The ball will be in play from free kicks taken from within ones own penalty area as soon as the ball leaves the penalty area, or has traveled it's own circumference. This is the normal FIFA rule. d) Free kicks shall be taken from the point of infraction, unless the infraction is on a defender within his own penalty box. In this case the kick will be taken from a point on the penalty box arc nearest to the point of the enfraction. The usual encroachement distance will apply, unless the defender is on the goal line, within the goal mouth. e) Penalty kick shell be taken from "top" of the basketball "3 point arc". 6) The off-side rule will not be enforced. 7) The no pass-back to keeper rule will not be enforced. 8) A "3 line rule* will be enforced. Draw two imaginary lines from the "top" of the basketball "3 point arc" at each end of the court. No ball shall cross both of these lines (plus the center line) without touching a player from either team, or the floor. The penalty shall be a restart by the opposing goal-keeper as a goal kick. This means that no goal can be scored from a restart at one end of the court, including a goal kick or a keeper throw without touching a player or the floor in the center portion of the court between the lines. 9) Cards: a) Caution (yellow card offense), player will sit out for 5 minutes and may not be substitued during that time. b) Ejection (red card offense), player will sit out for the rest of the game, but may be substituted after 5 minutes. Game Reminders: a) shin guards, socks (must cover shin guards), shoes and team color shirts are required. b) Corner kicks will be kicked as usual. NOTE: Keeper being the last to touch the ball before it goes out of play on his end of the field will cause a corner kick as usual. c) The ball must travel forward on starting kick-offs. d) The referee should be mindful of protecting the goal-keeper. Free kicks are awarded for infractions e) One or two sets of cards (Red and Yellow) will be in the equipment cabinet along with the score book. You must bring your own stop watch. League Reminders: a) Captains will fill out the Game Roster in the Score Book (in the equipment cabinet), preferablly before the game. b) Referees will record the final score in the Score Book (in the equipment cabinet) after each game. Referees and both Captains will sign the Score Book. c) Teams are responsible for cleaning the floor, removing and storing all non-soccer equipment and setting up the soccer goals before each game. They are also responsible for storing the goals, putting away balls etc and replacing benches into their original positions after the last game. d) Team rankings are determined by the following, in order i) Points, two (2) for victories, one (1) for ties ii) Goal diferential, goals score minus goals allowed iii) Goals scored
