Psi '  scan still under way. Deceleration to the 5th point of the scan 
finished at 16:30 with 9.62 mA remaining.
Run 5022, run 5023 : 5th point
At 21:00 S. Werkema calls from AP10 and communicates that an offline 
calculation of the beam energy using a good  psi ' orbit from August 97 gives 
an Ecm=3687.2 MeV using data from run 5023. After consultation with KG, DB, 
RC, MP and after looking at the data from the dst for runs 5022, 5023 we 
decided to decelerate by 400 KeV instead of 300 KeV.
At 21:25 we spent 1 mA at the 5th point so we stop taking data; deceleration 
starts at 21:55 and ends at 22:16 with 8.50 mA of beam left.
